A critical examination of the governance of the University of California and the academy generally in the context of major issues facing higher education, such as funding, access, recruitment and retention, and political legitimacy.

Who governs the modern university and who should govern it? What should be the relationships among the major stakeholders: administration, faculty, students, alumni, taxpayers and their representatives? What should be the relationship of the central administration and individual campus at a multi-campus university like UC and are the prevailing relationships still appropriate given the changed structure of funding?

President Bush emerged from his 2004 victory a strengthened political figure, but as he moves toward the upcoming mid-term elections that will leave him a lame duck, he has struggled with a series of challenges. Critics lambasted the federal response to Hurricane Katrina. A grieving mother gained national attention by demanding to meet with the president to discuss her soldier son's death in Iraq . The earliest signs of Republican jockeying to succeed the president have surfaced. But at the same time, two Supreme Court vacancies have presented the president with an opportunity to shape the nation for decades to come. How has President Bush handled these challenges? And what should we expect for the future? A panel of political experts and commentators discusses these and other issues, reviewing the president's performance and predicting what may lie ahead.

"Race to the Recall," the first televised debate on California's gubernatorial recall

The Institute of Governmental Studies (IGS) will be hosting a public viewing of the debate. The debate itself will run from 4-6pm and will begin with a half-hour devoted to the recall question. Governor Davis has been invited to participate. The remaining 90 minutes will feature the invited top six gubernatorial candidates: Cruz Bustamante, Peter Camejo, Arianna Huffington, Tom McClintock, Arnold Schwarzenegger, and Peter V. Ueberroth.
Following the debate, a panel of issue experts will discuss issues raised in the debate and answer questions from the audience. This discussion will run from 6-7pm. Our panel as of 8/21 includes: James Bushnell, Director of Research at the University of California Energy Institute, Helen Halpin, Professor of Health Policy, and David Pearson, Dean of the UCB School of Education.

Representative Tauscher sits on the House Armed Services Committee and is the Ranking Member on the Armed Services Committee panel that oversees the National Nuclear Security Administration (NNSA). Additionally, Representative Tauscher has taken an active role in foreign policy and national security while in Congress, serving on congressional delegations to Bosnia, Colombia, Korea, Russia, Yugoslavia and NATO headquarters in Brussels. She was the first elected official from California to visit Afghanistan and other Central Asian countries after Operation Enduring Freedom began.
The Congresswoman will be introduced by Michael Nacht, Dean of The Goldman School of Public Policy, and Robert Berdahl, Chancellor, University of California, Berkeley.

Spinning Boris: A movie on the Boris Yeltsin Campaign

In 1996, with his approval ratings in single digits, Russian President Boris Yeltsin hired a team of American political consultants to revive his moribund re-election campaign. A trio of California Republican pros, George Gorton, Dick Dresner, and Joe Shumate went to Moscow, and the rest is history. It is also now a major film starring Jeff Goldbloom and Anthony LaPaglia that will be shown for the first time in Northern California.

The movie will be followed by a panel discussion featuring Dresner and Shumate, as well as Edward Walker, Executive Director of the Center for Slavic and East European Studies, and Harry Kreisler, Executive Director of the Institute for International Studies.

Professor Aguayo teaches in the Center for International Relations at El Colegio de Mexico.  Denise Dresser is a columnist for Reforma and Proceso in Mexico City. Professor Dresser teaches in the political science department at Instituto Tecnologico Autonomo de Mexico.  Antonio R. Villaraigosa is California Assembly Speaker Emeritus and former Los Angeles mayoral candidate. Mr. Villagraigosa is a distinguished visiting fellow at the Southern California Studies Center at the University of Southern California.
